First do not join a program that requires a monthly fee. These programs do not work on the internet unless you are getting 10,000 hits per day to your website. They do however work in offline environments.
On the web one time pay systems work the best but even they have to be advertised as much as possible. There is a ton of free advertising online available out there to promote these programs and I run a website that lists lots of them that I will share with you in a moment.

The members can all place text ads in the system and as their downline expands their ads get shown to more and more people in a viral spreading fashion. Typically you join by paying three other members two or three dollars and a couple dollars to the admin. Then when those people bring in a few members you make money and your ads get viewed by all the new members below you.
These viral programs can make you a lot of money if you work them properly.

If there is not a product they are not legal but if a decent product is attached to them they are usually allowed to operate.
many of the new randomizers have hundreds of dollars worth of downloads that the admin has provided as an incentive to join. This way you have a useable product and a way to make money daily online.
